This study aims to provide an overview of EU policies to the president of Belarus Alexander Lukashenko and officials. The author uses a theoretical framework that constructivist theory. Constructivism regards international politics as a field formed by the interaction of ideas and identities of the actors. By using the constructivist theory to analyze this paper, the EU policy on human rights violations in Belarus is to give emphasis to the president's political and Belarus officials to provide a deterrent effect against the human rights violations in Belarus. This policy is supported by the European Union's identity as an organization that upholds human rights in the world.

Abstrak
Penulisan ini bertujuan untuk memberikan gambaran mengenai kebijakan Uni kepada presiden Alexander Lukashenko dan pejabat Belarus. Penulis menggunakan kerangka teori yaitu teori Konstrukivisme. Konstruktivisme menganggap politik internasional sebagai bidang interaksi yang dibentuk oleh ide dan identitas para aktor. Dengan menggunakan teori konstruktivis untuk menganalisa tulisan ini, kebijakan Uni Eropa terhadap pelanggaran HAM di Belarus adalah memberikan penekanan politik kepada presiden dan pejabat Belarus untuk memberikan efek jera terhadap pelanggaran HAM yang terjadi di Belarus. Kebijakan ini didukung oleh identitas Uni Eropa sebagai organisasi yang menjunjung tinggi HAM di dunia.
